How to calculate scrap price for a car in Singapore
The calculator uses only LTA’s published schedule, caps and formula, and never fills in a body value for you.[1] To work it by hand:
- PARF = net ARF paid x the age-band percentage for your COE cohort, then the cohort cap.
- COE rebate = QP or PQP x unused COE months / 120.
- Add the body or export value from a written quote.
- Subtract loan settlement, towing and admin fees.
This is a comparison framework, not a guarantee that every component or rebate applies.

How much do you get for scrapping a car in Singapore?
You get the paper value (PARF rebate plus COE rebate, where the car qualifies) plus the body value a buyer pays, less loan and fees. On a hypothetical car, PARF $24,000 plus COE rebate $5,000 plus body $2,000 is $31,000 gross.
What scrap car value means in Singapore: paper value, body value and metal value
Paper value is trade shorthand for the two rebates the Land Transport Authority (LTA) grants. Metal weight is only part of the buyer’s body line, so a scrap car price built on metal alone misses most of the value.

PARF rebate
PARF rebate: which of LTA’s three schedules your COE falls under
The schedule follows the bidding exercise your Certificate of Entitlement (COE) came from, not the registration date.[2] COEs before the 2nd February 2023 exercise get 75% to 50% of ARF with no cap; to the 1st February 2026 exercise, the same bands capped at $60,000; from the 2nd February 2026 exercise, 30% to 5% capped at $30,000.

Actual net ARF paid, not OMV: why registration rebates shrink PARF
PARF is a percentage of the Additional Registration Fee (ARF) you actually paid, so a tax incentive that cut the ARF also cuts PARF.[1] Type net ARF into the calculator, never OMV.
The exact deregistration date moves PARF: age bands and anniversaries
Each band above 5 years drops 5 percentage points of ARF, and above 10 years PARF is nil. Book the deregistration before an anniversary.
COE rebate
COE rebate: unused months, not the expiry date
The rebate formula runs on the Quota Premium (QP) and Prevailing Quota Premium (PQP): QP, or PQP for a renewed COE, x unused months / 120, and it is $0 once the COE expires.[1]

What is the minimum scrap value of a car?
PARF and COE rebate can both be nil
PARF is nil above 10 years or after a lay-up, and the COE rebate is nil at expiry; then only the body line remains.[11]
Scrap value of a car after 10 years
After 10 years the exit value is any PQP rebate on unused renewed months plus body value. A 5-year renewal can be taken only once.[3]

A laid-up car loses PARF eligibility.
Early export within two years: the 80% COE rebate ceiling
If a car is deregistered for export within 2 years of registration, LTA caps the COE rebate at 80% of the QP paid.[1] Take a hypothetical car with a $110,000 QP, exported 20 months after registration with 100 unused months left:
- Unused-months formula: $110,000 x 100 / 120 = $91,667.
- Early-export cap: 80% of $110,000 = $88,000.
- Rebate granted: the lower figure, $88,000 (hypothetical illustration, Worked Scenario C).
Check this ceiling before comparing an export offer, because the export buyer’s body line is the only part that can make up the gap.

Rebate deadline
Your rebate expires 12 months after deregistration, and an undivided balance can be lost (E08)
Rebate division and transfer: the fees and the forfeiture
Rebates are valid for 12 months from deregistration, and an encashment application must reach LTA before then.
These fees are as at LTA’s February 2026 update and can change; the 14 working day payout applies to PayNow, not GIRO. The rules that can shrink a rebate:
- Offset a larger rebate against a smaller fee, such as a COE renewal or new car purchase, and the unused balance is forfeited unless divided first ($21.80 per new portion).
- A transfer costs $20 per rebate; the recipient accepts within 5 calendar days.
- An outstanding loan must be cleared before the rebate can be used.
How the High Court valued a car with no resale market: PARF, COE rebate and $2,000 body (E28)
In a 2004 High Court of Singapore case, dealer witness Au Eng Choon testified that a BMW with an unrepairable defect had no second-hand value, and the court valued it at scrap value in three lines.[12]
This is one practitioner’s account of one car, and the rebate figures were under the rules of that time. The lasting point is the shape: ask every buyer for the same three lines, then compare only the body value they fund.

Scrap car value: questions owners ask
Which COE bidding exercise decides my PARF schedule?
The exercise your COE came from, not the registration date: from the 2nd February 2026 exercise, PARF is 30% to 5% of net ARF, capped at $30,000. COEs from the 2nd February 2023 to the 1st February 2026 exercises keep 75% to 50%, capped at $60,000.
Who pays the most for a scrap car?
The rebates come from LTA and are the same whoever takes the car, so buyers differ only on the body or export line. Compare that one line across offers, not the headline total.
What if a dealer offers to hold my rebate for my next car?
Ask in writing how it will be divided and used: rebates lapse after 12 months, and an undivided balance can be forfeited. Dividing costs $21.80 per new portion and a transfer $20 per rebate.
If a car has no resale market, how is its scrap value worked out?
In one 2004 case the High Court added PARF, COE rebate and a $2,000 body value; the percentages are obsolete, the three lines are not. That build-up is still the right shape for reading any quote.
What is the scrap value of a car in Singapore after 10 years?
PARF is nil, so only any COE rebate on unused renewed months (on the PQP) plus body value remains. A 5-year COE renewal can be taken only once.
Is the OneMotoring rebate enquiry the amount I will be paid?
No. It is LTA’s estimate for the date you enter, and the rebate is granted only after deregistration and disposal. A later date, a lay-up record or an unpaid loan changes the figure.
Does an imported used car get PARF in Singapore?
Only if it was not more than 3 years old when registered here on or after 1 September 2007. Its age can count from the original overseas registration date.
Does a car that was laid up still get PARF?
No. LTA states a laid-up car loses its eligibility for PARF rebates, even after it returns to the road. Check the history of a car bought used.
Why do two quotes for the same car differ by thousands?
Usually different handover dates, or a loan or towing deduction one quote leaves out. Line both up as PARF, COE rebate, body value and deductions first.
Is unused road tax part of the scrap value?
No. LTA refunds it automatically to the last registered owner, outside any quote. An insurance refund depends on your policy and comes from the insurer.
Does exporting a car within two years of registration change the COE rebate?
Yes. The COE rebate is capped at 80% of the QP paid, even when the unused-months formula gives more. The lower figure is granted.
When is the scrap value actually paid in full?
When deregistration, disposal documents, loan release and the rebate grant are all complete. Handing over the keys is not the finish line.
